RESTORE Act

HR 3240 (the RESTORE Act) establishes a special review board within the Department of Defense to address career impacts on service members who requested religious exemptions from the COVID-19 vaccine and remained in service. The board will audit all such accommodation requests since 2020, assess negative effects on promotions, assignments, or pay, and order corrective actions including backdated promotions, adjusted ranks, restored pay/benefits, and expungement of adverse records like reprimands or promotion delays. Service members directly affected are those who sought religious exemptions for the vaccine and faced career setbacks due to their request. The bill mandates the review be completed within one year, with full corrective actions implemented within 60 days of case review, and requires quarterly congressional reports on progress.
