To amend title 5, United States Code, to prohibit Members of Congress and their spouses from trading stock, and for other purposes.

This bill prohibits Members of Congress and their spouses from holding, buying, or selling stocks, stock futures, commodities, or derivatives (collectively "covered financial instruments") during their term in office. It excludes diversified mutual funds, ETFs, Thrift Savings Plan investments, and U.S. Treasury securities from the restriction. Exceptions allow lawmakers to retain pre-term holdings and use qualified blind trusts for investments. Violations could result in civil fines under existing ethics rules, effective for the 119th Congress.
