What changed between versions
The authorization of $10,000,000 per year for fiscal years 2026 through 2031 and 'such sums as may be necessary' for FY2032 and thereafter is completely removed. Without this, Congress must separately appropriate funds each year for the Commission to operate.
The provision allowing the Commission to solicit, accept, receive, hold, administer, and use gifts, devises, and bequests without further approval (old section 406(e)) is removed, eliminating a potential supplemental funding source.
A new sunset provision (section 406) terminates all authority under the title 7 years after enactment of the Reauthorization Act of 2025, meaning the program will automatically expire unless Congress acts to extend it.
The entire Findings section (old section 403), which documented the environmental degradation of the Northwest Straits, climate change threats, and the rationale for the Initiative, is removed. This does not change operational authority but removes the legislative record of purpose.
Sections are renumbered throughout (old 404 becomes 403, old 405 becomes 404, old 406 becomes 405) and all internal cross-references are updated accordingly. No substantive policy content changes in the renumbered sections.
