Legislative Line Item Veto Act of 2025

This bill would give the President a new authority to propose canceling specific budgetary items within 30 days of a bill's enactment. The President would send a special message to Congress detailing proposed cancellations of discretionary budget authority, direct spending, or targeted tax benefits. Congress would then have to consider an expedited "approval bill" to enact these cancellations with limited debate and no amendments allowed. The President could also temporarily delay implementation of proposed cancellations for up to 30 days. The authority would expire on October 1, 2031.
