Removed the requirement that previous grantees must provide evidence they used prior grant funds to serve a significant number of veterans when reapplying.
Removed the requirement for the Secretary to provide quarterly briefings to VA medical centers within 100 miles of a grantee's primary location.
The screening protocol requirement was changed from a flexible 'protocol selected by the Secretary' (with rules allowing grantees to use alternative protocols) to a specific mandate requiring the Columbia Protocol (Columbia-Suicide Severity Rating Scale) for grants made on or after enactment.
Added a 72-hour deadline: if the Secretary does not provide emergent suicide care services within 72 hours of a referral, the eligible individual is automatically treated as eligible for emergent suicide care under section 1720J of title 38.
Removed language prohibiting the Secretary from giving preference to an eligible entity solely because it previously received or applied for a grant under this section.
Entirely new section 3 adds adaptive prostheses and terminal devices for sports and other recreational activities to the list of medical services furnished to eligible veterans under 38 U.S.C. 1701.
