Keep China Out of Solar Energy Act of 2025

This bill prohibits U.S. federal agencies from using government funds to purchase solar panels manufactured or assembled by entities based in China or controlled by the Chinese government. It requires agencies to stop all such procurements within 180 days, amending federal procurement rules to enforce this ban. Agencies may request a waiver only if they certify no alternative sources exist and obtain joint approval from the State and Homeland Security departments. The bill also mandates a study on domestic solar production capacity and quarterly reports on waiver requests to Congress.
