Department of Defense Civilian Cybersecurity Reserve Act

This bill creates a 4-year pilot program to establish a Civilian Cybersecurity Reserve within the Army. It allows the Army to temporarily activate up to 50 cybersecurity professionals (via noncompetitive appointments to 180-day federal positions) to support U.S. Cyber Command in defending military systems, deterring cyber threats, and addressing workforce gaps. Participants must have cybersecurity expertise, undergo security clearances (with the Army covering costs), and sign agreements outlining their obligations. The program requires annual congressional briefings on participation, effectiveness, and ethical concerns, and will terminate after four years without new funding.
