Human-Animal Chimera Prohibition Act of 2023

This bill bans the creation, transfer, or transport of specific human-animal chimeras under federal law. It prohibits 10 defined types of chimeras, including embryos with mixed human/nonhuman cells, organisms engineered to have human brains or facial features, or nonhuman animals containing human reproductive cells. The law applies to anyone engaging in these activities across state lines, with penalties including up to 10 years in prison, $1 million fines, or double the financial gain from violations. It explicitly excludes existing research using transgenic animals with human genes or human organ transplants into animals.
