Clear and Concise Content Act of 2023

The Clear and Concise Content Act of 2023 requires federal agencies to use plain writing for all government content that the public needs to access benefits, services, or information about agency operations (called "covered content"). This includes forms, notices, website instructions, and guidance for interacting with agencies. Agencies must review existing content within one year, create new content in plain writing, measure progress using specific metrics, and collect public feedback on clarity. The Office of Management and Budget will issue implementation guidance within 180 days and report annually to Congress on agency compliance. The bill repeals the 2010 Plain Writing Act after one year.
