Combating Global Corruption Act of 2023

This bill establishes a U.S. government ranking system for foreign countries based on their anti-corruption efforts. Countries are ranked Tier 1 (complying with minimum standards), Tier 2 (making efforts but not fully compliant), or Tier 3 (minimal/no efforts), with the State Department publishing annual rankings online. For Tier 3 countries, the bill requires the State Department to evaluate potential sanctions under the Global Magnitsky Act against foreign individuals involved in serious corruption, reporting these actions to Congress. It also mandates U.S. embassies in Tier 2 or Tier 3 countries to appoint anti-corruption coordinators to improve U.S. government coordination on anti-corruption initiatives abroad.
