This bill, the Tribal Heritage and American Bison, Grizzly Bear, and Wolf Restoration and Coexistence Act, provides federal protections for bison, grizzly bears, and wolves by prohibiting their taking (including hunting, killing, or trafficking) except in specific circumstances like self-defense, tribal cultural practices, or for scientific purposes. It establishes committees with tribal representation to guide restoration efforts, requiring decisions based on "best available science" and including consultation with federally recognized tribes before permits are issued or major actions affecting these species are taken. The bill mandates reintroduction of these species on tribal lands where tribes have treaty rights or historical presence, while requiring nonlethal measures to protect agricultural interests and public safety before lethal actions can be taken. It also includes civil penalties of up to $25,000 per violation and criminal penalties of up to $75,000 for repeat offenses, and allows grazing permits to be donated to reduce conflicts between livestock and protected species.
