Tenants’ Right to Organize Act

This bill establishes a legal right for tenants in housing choice voucher programs and low-income housing tax credit (LIHTC) projects to organize and form tenant organizations without fear of retaliation. It defines "legitimate tenant organizations" as groups of 3+ families that operate democratically and independently of landlords, and prohibits owners and housing agencies from interfering with tenant organizing or taking adverse actions against tenants for participating. The bill requires housing agencies and owners to recognize tenant organizations, allow protected activities like distributing information and holding meetings, and provide annual notice of tenants' organizing rights. It also creates enforcement mechanisms for investigating retaliation complaints and allocates funding for tenant organizing support and resident council programs.
