ACCESS Act of 2024

The ACCESS Act of 2024 provides $200 million annually (2024-2028) in federal grants to healthcare providers in states where abortion is legal (outside life/health exceptions) to expand their capacity for abortion and reproductive health services. Eligible recipients include clinics, hospitals, nonprofits, and tribal governments that offer unbiased abortion care or referrals. Grants fund specific capacity-building activities like facility expansions, hiring clinical/nonclinical staff (including doulas and counselors), telehealth services, medical equipment, and culturally appropriate patient resources. The bill prioritizes entities serving the highest numbers of out-of-state patients, directly addressing increased demand and long wait times following state abortion restrictions.
