Modernizing Clean Air Permitting Act of 2024

The Modernizing Clean Air Permitting Act of 2024 changes how the Environmental Protection Agency (EPA) assesses air quality standards by excluding emissions from wildfires, natural disasters, and naturally occurring events when determining if an area meets pollution limits. It also allows states to avoid requiring emission reductions below naturally occurring pollution levels in areas with established vehicle inspection and clean-fuel programs, and gives states flexibility to offset mobile source pollution (like car emissions) by reducing emissions elsewhere. Additionally, the bill sets a threshold requiring the EPA to consider the percentage of areas still failing to meet standards before issuing new pollution limits, preventing new standards if more than 15% of affected regions remain noncompliant.
