Protecting Education from Malign Foreign Influence Act of 2023

This bill prohibits U.S. educational institutions receiving federal funds from entering into "covered relationships" with entities designated as "covered persons," including governments of China, Russia, Iran, North Korea, Cuba, Venezuela, Syria, and other entities linked to those countries. It requires colleges, universities, and K-12 schools to implement policies preventing such relationships, report on existing connections, and identify potential violations involving faculty and staff. Institutions owned, operated, or controlled by these "covered persons" would lose eligibility for federal funding, with limited transition periods allowed for compliance. The bill mandates annual reporting to the Department of Education about foreign relationships and their potential impact on academic integrity, free speech, and educational activities. It also requires disclosure of relationships with foreign sources valued at $50,000 or more, with public availability of these reports after redaction for sensitive information.
