Wy’east Tribal Resources Restoration Act

This bill establishes "Indian Treaty Resources Emphasis Zones" within Oregon's Mount Hood National Forest to protect Treaty rights of the Confederated Tribes of Warm Springs Reservation, as defined by the 1855 Treaty. It requires the Forest Service to co-manage these zones with the Tribe through memorandums of understanding, integrating traditional ecological knowledge into forest management and restricting new road construction except for emergencies or public safety. Key provisions include wildfire risk assessments, protecting cultural resources, and ensuring management plans respect the Tribe's off-Reservation hunting, fishing, and gathering rights. The bill allocates $3.5 million annually (2024-2028) to support this co-management framework and Tribal participation.
