Sgt. Isaac Woodard, Jr. and Sgt. Joseph H. Maddox GI Bill Restoration Act of 2023

This bill restores housing and educational benefits to Black World War II veterans and their descendants who were denied GI Bill benefits due to racial discrimination. It defines eligibility for these benefits as individuals who were Black, served in WWII, and certified they were denied specific GI Bill benefits because of race - along with their surviving spouses, children, grandchildren, or direct descendants who lived at the time of the bill's enactment. The bill allows eligible applicants to access housing loans and educational assistance within a five-year window starting when the bill becomes law, requiring the Veterans Affairs Secretary to process applications within 90 days. It also mandates reports tracking how many people receive these benefits and their total value, while establishing a panel to study broader inequities in veteran benefits for women and minorities.
