The bill mandates background checks through the National Instant Criminal Background Check System before transfers to non-licensees and establishes penalties including fines up to $250,000 for first violations or license revocation for third offenses. Retailers must maintain transaction records, post signage summarizing the restrictions, and report violations to the Bureau of Alcohol, Tobacco, Firearms, and Explosives.
