Federal Firearm Licensing Act

This bill requires individuals to obtain a federal firearm license before purchasing or receiving a firearm, replacing current background check processes for most transactions. To qualify, applicants must complete firearms safety training (including written and hands-on testing), undergo a background check, submit fingerprints and proof of identity, and provide details about the intended firearm. Licenses are valid for 30 days to purchase a single firearm and expire after 5 years, with renewal requiring re-verification of requirements. The bill also mandates point-of-sale background checks for all transfers and establishes procedures for license revocation if safety risks are identified. It exempts states with comparable licensing systems but applies to all other firearm acquisitions.
