Supreme Court Biennial Appointments and Term Limits Act of 2023

This bill requires the President to appoint one new Supreme Court justice every two years (within 120 days of the first and third years of each presidential term), replacing the current system of lifetime appointments. It mandates that the Court always maintain exactly nine justices, with appointments beginning on July 1 unless made to fill a vacancy below nine justices. The bill also specifies that only the nine most recently appointed justices serve on appellate cases, while all justices handle original jurisdiction cases. This would fundamentally change the Court's composition and appointment process, effective after the first full presidential term following enactment.
