End Shutdowns Act

This bill prevents government shutdowns by automatically continuing federal programs at the previous year's funding level starting October 1st if no new budget is enacted. It requires the Senate to prioritize budget bills during funding gaps, with exceptions only for emergencies like national security threats. Any automatic funding would last until a new budget is passed, with costs charged to the new budget. This applies to all federal programs unless other laws already address their funding.
