Water Efficiency, Conservation, and Sustainability Act of 2023

This bill creates federal grant programs to help communities reduce water waste. It provides funding for three main initiatives: (1) grants to public water systems and eligible entities to offer water-saving upgrades (like efficient faucets or irrigation) to residential customers, with at least 40% of funds targeting low-income households; (2) grants for water loss control audits and repairs to fix leaks in aging infrastructure; and (3) grants to help states adopt stricter plumbing codes requiring water-efficient fixtures in new buildings. Priority is given to areas experiencing severe drought or declared drought emergencies. The bill authorizes $50 million annually for efficiency grants, $40 million for loss control, and $20 million for plumbing code adoption from 2024-2028.
