Forest Conservation Easement Program Act of 2023

This bill establishes a federal program to protect forest land through conservation easements, primarily benefiting private forest landowners and tribal communities. It provides $100 million annually from 2024-2028 to purchase easements that limit non-forest uses while allowing continued forest management, with 10% of funds reserved for beginning, socially disadvantaged, veteran, and limited resource landowners. The program prioritizes land that protects endangered species habitat, maintains working forests, and improves watershed quality through forest management plans. Landowners must comply with conservation terms, and the Secretary may delegate management to state agencies or conservation organizations.
