False Claims Amendments Act of 2023

This bill amends the False Claims Act to change how fraud cases are evaluated. It clarifies that government decisions to pay claims or forego refunds despite knowing fraud don't automatically prove the fraud wasn't material (affecting cases against contractors who submit false claims). It also expands whistleblower protections to cover current and former employees reporting fraud. Finally, it requires a government report within 18 months assessing the False Claims Act's enforcement effectiveness since 1986, including recovery amounts.
