Legacy IT Reduction Act of 2023

This bill requires federal agencies to create detailed inventories of outdated computer systems (called "legacy IT systems") within one year of enactment, including costs, vendor details, and planned updates. Agencies must then develop 5-year modernization plans for these systems, outlining which systems will be updated, retired, or replaced, and how they'll fund and implement changes. These plans must be submitted to Congress and agency oversight committees, with agencies required to report progress annually. The law exempts national security systems and protects sensitive information from disclosure, while setting standards for modernization through OMB guidance and a Comptroller General review after three years.
