Healthy SNAP Act of 2023

The Healthy SNAP Act of 2023 amends the SNAP program to restrict the types of food recipients can purchase with benefits. It removes previous exceptions for certain items and explicitly excludes soft drinks, candy, ice cream, prepared desserts (like cakes and pies), and similar products from being purchased with SNAP funds. The Secretary of Agriculture must designate specific "healthy" foods meeting nutrition science and public health criteria within 180 days, and must review these designations at least every 5 years to update them based on new research. State agencies may also substitute culturally appropriate, nutritionally equivalent foods with the Secretary's approval.
