Repeatedly Flooded Communities Preparation Act

This bill requires communities participating in the National Flood Insurance Program that repeatedly experience flood damage (defined as having at least 50 properties with multiple claims over $1,000 each in 10 years, or facilities hit by multiple floods) to develop and implement flood risk mitigation plans. These communities must identify flood-prone areas, assess ongoing risks, create specific plans to reduce future damage, and make the plans publicly available. The Federal Emergency Management Agency (FEMA) must provide data and may offer grants to support these efforts, while also having the authority to impose sanctions like suspending flood insurance access for non-compliance. The bill aims to shift focus toward proactive flood risk reduction in the most affected communities.
