Conservation Reserve Program Amendments Act of 2023

This bill amends the Conservation Reserve Program to include citrus land (land used for citrus crops in the past decade) in enrollment. It requires the Secretary of Agriculture to use continuous enrollment for such land and prioritizes enrollment for citrus land at risk of development, affected by the citrus disease huanglongbing, or ecologically significant for wildlife habitat. The bill mandates removal of huanglongbing-affected fallow groves within 180 days of enrollment and caps annual citrus land enrollment at 100,000 acres from 2024 through 2028. Additionally, it removes an adjusted gross income limit for citrus land enrollment, expanding eligibility for citrus farmers.
