Family Stability and Opportunity Vouchers Act of 2023

The Family Stability and Opportunity Vouchers Act of 2023 creates a new program to provide housing assistance and mobility services to eligible families with young children. Eligible families include those with a child under 6 or expecting a child within 300 days who are homeless, unstably housed (e.g., experiencing domestic violence or unsafe housing), living in high-poverty areas (30%+ poverty rate), or at risk of losing housing in "opportunity areas" for children. Public housing agencies compete for grants to issue up to 50,000 additional housing vouchers annually (2024-2029), covering costs for mobility services that help families relocate to neighborhoods with high-performing schools or quality childcare - without requiring participation in these services to receive the voucher. The program aims to improve housing stability and access to opportunity areas for vulnerable families.
