HRES 46 would amend House rules to require that all bills and resolutions have titles clearly and accurately reflecting their content. If a title fails to meet this standard, the bill or resolution cannot be considered on the House floor. A member could raise a point of order against such a bill, and if sustained, it would be returned to the committee that reported it or removed from the calendar. This rule would apply to all future legislation introduced in the House.
