COLUMBIA Act of 2024

This bill requires the U.S. Secretary of Education to appoint independent antisemitism monitors at colleges identified as having high antisemitic activity (based on data from the Department's Office for Civil Rights). These monitors will work with specific institutions receiving federal higher education funds, requiring them to cover monitor expenses and publicly post quarterly reports on campus efforts to combat antisemitism. The monitors must also submit annual reports to Congress with recommendations for policies or sanctions to reduce antisemitism. The program applies only to institutions meeting the Department's defined criteria under the Higher Education Act.
