HR 9469 United States House · 118th Congress

Pipeline Security Act

The Pipeline Security Act requires the Transportation Security Administration (TSA) to take primary responsibility for securing U.S. pipeline transportation and facilities against cybersecurity threats, terrorism, and other security risks, working closely with the Cybersecurity and Infrastructure Security Agency (CISA). The TSA must develop security guidelines, issue binding regulations, conduct risk assessments, and rank pipeline security vulnerabilities - consulting with government agencies, tribal entities, and industry stakeholders. Within 180 days of enactment, the TSA must create a personnel strategy addressing cybersecurity expertise gaps and resource needs, and report biennially to Congress on security activities. This bill directly affects pipeline operators, TSA, CISA, and federal/state/local agencies by establishing new federal oversight and reporting requirements for pipeline security.
