To authorize the Secretary of State to designate additional persons eligible to serve as passport acceptance agents, and for other purposes.

The category of notaries eligible to serve as passport acceptance agents was narrowed. Previously any person commissioned as a notary public under state or territorial law qualified. Now the person must also be a US citizen, be employed by and provide services through a reputable established company or institution, and be authorized under the laws of a state, district, or territorial government.

Section 2 (hand-carry courier services) now applies only to 'United States regular passports' rather than all US passports, and changes 'by type' to 'by service type.'

Section 3 (passport expiration date alignment with birth date) now applies only to 'United States regular passports' rather than all US passports.

The passport expiration provision was clarified to specify 'the same month and day of the month as the date of birth' rather than simply 'the same date as the date of birth,' and changed 'applicant or holder of the passport' to 'individual associated with such passport.'

The bill was restructured from standalone new sections into an amendment to Section 6109(b) of the National Defense Authorization Act for Fiscal Year 2024 (22 U.S.C. 213a(b)), and the definition of hand-carry courier service was changed from 'includes' to 'means,' making it a closed rather than open-ended list.
