Reserve Component Healthcare Access and Expansion Act

This bill expands Department of Veterans Affairs (VA) healthcare access to members of military reserves (like Army Reserve or National Guard) who are not on active duty and not covered by TRICARE health insurance. It requires the VA to provide hospital care, medical services, and mental health support to these reserve members during periods they lack active-duty coverage. The bill mandates a phased enrollment in the VA's patient system: all uninsured reserve members must be enrolled by December 2023, and all other reserve members by December 2024, with automatic enrollment for new members afterward. It also requires the VA to conduct a study on improving healthcare access for reserve members and submit a report to Congress within 180 days of enactment.
