Generative AI Copyright Disclosure Act of 2024

HR 7913, the Generative AI Copyright Disclosure Act of 2024, requires companies creating or significantly altering training datasets for generative AI systems to disclose which copyrighted works were used. Specifically, developers must submit a detailed summary of copyrighted materials and a public URL for the dataset to the Copyright Register 30 days before releasing the AI system to consumers (or within 30 days of the law's effective date if already released). Failure to comply incurs a minimum $5,000 civil penalty per violation. The Copyright Office must maintain a public database of all submitted disclosures.
