PNA Modernization Act

This bill increases the minimum monthly personal spending money (Personal Needs Allowance or PNA) for Medicaid recipients living in nursing homes or similar facilities. It raises the current $30 monthly allowance for individuals to $60 starting January 2025, and the $60 allowance for couples to $120 starting the same date. The bill also creates a new automatic adjustment mechanism: beginning after November 2025, the PNA amounts will increase by the same percentage as Social Security benefit increases under Title II of the Social Security Act. This change directly affects thousands of Medicaid recipients in long-term care facilities who rely on this allowance for personal expenses like toiletries and clothing.
