Dr. Michael C. Burgess Preventive Health Savings Act

The request process changed from allowing either the chairman or ranking minority member of listed committees to request a determination, to requiring BOTH the chairman AND ranking minority member of the Budget Committee and the committee of primary jurisdiction to jointly make the request. This raises the bar for triggering a CBO scoring.

A new paragraph (3) was added as a 'Limitation' stating that any estimate provided by the Director under this section shall be used only as a supplementary estimate and may not be used to determine compliance with the Congressional Budget Act of 1974 or any other budgetary enforcement controls. This prevents these estimates from being weaponized in budget enforcement proceedings.

The term 'preventive health' was replaced with 'preventive health care' throughout, and the definition was expanded to include 'the promotion and use of effective, innovative health care interventions.'

The definition of 'budgetary outyears' changed its starting reference from 'the first fiscal year that is 10 years after the budget year provided for in the most recently agreed to concurrent resolution on the budget' to 'the first fiscal year that is 10 years after the current fiscal year,' simplifying the calculation and removing dependence on a budget resolution.

The phrase 'net reductions in budget outlays' replaced 'reductions in budget outlays,' meaning CBO must now account for any offsetting costs when determining whether a measure results in savings.

The short title was changed from 'Preventive Health Savings Act' to 'Dr. Michael C. Burgess Preventive Health Savings Act,' adding an honorific for a specific individual.
