Reduce Duplication and Improve Access to Work Act

HR 7446, the "Reduce Duplication and Improve Access to Work Act," allows states to transfer funds from Social Security Act programs to the Workforce Innovation and Opportunity Act (WIOA) Title I workforce development programs. It specifically permits states to redirect funds under Section 404(d) of the Social Security Act to WIOA Title I, with a 15% cap on funds reserved for statewide workforce activities. States must submit a combined state plan covering both programs to the federal government to access these transfers, effective October 1, 2025. The bill also extends Temporary Assistance for Needy Families (TANF) program funding through September 2026.
