Expanded Coverage for Former Foster Youth Act

This bill extends Medicaid coverage to former foster youth until age 26, directly affecting individuals who aged out of foster care at 18 (or left care before 18 through emancipation or kinship guardianship). It amends federal Medicaid rules to allow states to cover these individuals if they were in foster care under state responsibility at age 18, are under 26, and do not have other qualifying coverage. States must also establish outreach programs by January 2024 to help eligible former foster youth enroll in Medicaid. The policy change takes effect for those turning 18 on or after January 1, 2024.
