Responsible Gun Ownership Licensing Act

HR 6154, the Responsible Gun Ownership Licensing Act, requires individuals to obtain a federal license before purchasing or receiving any firearm. To qualify, applicants must complete firearms safety training (including written and hands-on tests), pass a background check, provide identity and fingerprint details, and submit specific information about the firearm they intend to buy. The license is valid for one firearm only, expires after 30 days, and remains valid for up to 5 years total. The bill also mandates that sellers report firearm transactions to the Attorney General within 3 business days and enrolls license holders in the "Rap Back" background check system. State-issued licenses meeting similar standards may satisfy the requirement, but the federal system applies otherwise.
