2023 WHIP+ Reauthorization Act

This bill reauthorizes three existing agricultural disaster assistance programs - disaster indemnity, on-farm storage loss, and milk loss - that provide payments to farmers and ranchers who suffered crop or milk losses due to qualifying disasters like droughts, wildfires, or extreme weather. It continues current payment rules, including direct payments to producers, special provisions for unharvested crops, and options for dairy processors to receive payments instead of direct producer payments. The bill allocates $8.5 billion in funding for these programs to cover losses occurring during 2023 and 2024. It does not create new benefits but extends existing support through 2024 under the same administrative structure as the current WHIP+ program.
