SCRUB Act of 2023

The SCRUB Act of 2023 establishes a Retrospective Regulatory Review Commission to identify and recommend the repeal of federal regulations that impose unnecessary costs on the economy. The Commission will review rules, particularly those that are over 15 years old, impose high costs on small businesses, or have become obsolete due to technological or market changes. Agencies must offset the costs of new regulations by repealing existing rules identified by the Commission, with the goal of reducing cumulative regulatory costs by at least 15% while maintaining regulatory effectiveness. The Commission will issue annual reports to Congress detailing recommended rule repeals and their economic impacts, with the Commission itself terminating after 5 years.
