District of Columbia Electronic Transmittal of Legislation Act

This bill allows the Chairman of the District of Columbia Council to transmit District legislation and charter amendments electronically, rather than requiring paper submissions. It amends the District of Columbia Home Rule Act to explicitly permit electronic transmission for both regular legislation (Section 602(c)) and charter amendments (Section 303). Congress must treat these electronic submissions as equally valid as paper copies for all legislative processes involving the District of Columbia. The bill is purely procedural, changing how documents are submitted without altering District legislation content or policy.
