Air Reserve Component Fighter Recapitalization Act of 2023

This bill prevents the Air Force from terminating fighter squadrons in the Air National Guard or Air Force Reserve without a 180-day delay following submission of a detailed recapitalization plan. It requires the Air Force Secretary to develop a plan ensuring modernized aircraft replacement, minimum mission-ready aircraft levels for combat operations, and temporary aircraft transfers from other Air Force components as needed. The plan must assess impacts on combat operations, training capacity, industrial production, and costs beyond routine expenses. The Air Force must submit this plan to Congress with funding requirements and how it aligns with broader defense planning for 2024.
