To direct the Secretary of Defense to establish a program to ensure, under certain conditions, that members of the Armed Forces are automatically enrolled in benefits and services under the laws administered by the Secretary of Veterans Affairs for which such members are eligible.

HR 5152 requires the Department of Defense to create a program automatically enrolling service members in Veterans Affairs benefits they qualify for upon separation from military service. It specifically applies to members participating in the Transition Assistance Program (TAP), directing Defense to identify eligible benefits, notify the Veterans Affairs Department 90 days before separation, and ensure Veterans Affairs contacts the service member within 60 days to provide resources for enrollment. Service members retain the option to opt out of any enrollment. The bill also mandates a working group to address implementation challenges and a report on effective notification methods for veterans in urban and rural areas.
