It mandates that election mail be marked with a clear notice to help election officials and specifies that the Postal Service must handle such mail expeditiously. The bill also increases penalties for forging postmarks on mailed ballots, raising the maximum prison term to 10 years for forgeries affecting ballots in any election. This law does not apply to mail covered under the Uniformed and Overseas Citizens Absentee Voting Act.
