International Medical Graduates Assistance Act of 2023

This bill provides federal grants to states to help international medical graduates (IMGs) who graduated from non-U.S. or non-Canadian medical schools and hold specific immigration statuses (like permanent residency or refugee status) practice medicine under supervision while completing U.S. medical licensing exams. It allows states to create programs enabling these IMGs to work for up to 4 years during steps 1 and 2 of the U.S. Medical Licensing Examination (USMLE), with grants covering exam fees, language classes, and career support. The bill also exempts certain IMGs training in hospitals serving underserved areas from Medicare’s residency program cap, provided the hospital partners with federally qualified health centers and the state permits supervised practice. A study on removing the residency cap must be submitted to Congress within 180 days of enactment.
