American Offshore Wind Opportunity Act

The American Offshore Wind Opportunity Act (HR 3614) directs the Government Accountability Office (GAO) to study how to increase U.S. vessel manufacturing, crewing, and shipyard capacity for offshore wind projects. The GAO must analyze policy options to meet the 2030 goal of 30 gigawatts of offshore wind energy, including workforce needs, U.S. vessel rules (Jones Act), shipyard capabilities, and required investments. The study will assess training requirements, credential gaps, and strategies to leverage existing maritime skills for offshore wind jobs. The GAO will submit its findings to relevant congressional committees within 120 days of the bill's enactment.
