Andrew Thomas McCaffrey Green Star Veterans Service Act

This bill establishes a "Green Star Service Flag" to recognize the next of kin of veterans who died by suicide after September 11, 2001. The Secretary of Veterans Affairs will design the flag, which eligible next of kin (including family members under existing law) may display. Manufacturers must obtain a license from the VA to produce the flag, with unauthorized sales subject to a $1,000 civil penalty.
