Hershel Woody Williams National Medal of Honor Monument Location Act

The operative location requirement was changed from 'attached to, or not more than 1,000 feet from, the Lincoln Memorial' to simply 'within the Reserve.' The Reserve is a much larger area encompassing the National Mall and adjacent federal land, so the monument could now be placed anywhere on the Mall rather than only near the Lincoln Memorial.

The specific 1,000-foot proximity requirement to the Lincoln Memorial was removed from the binding text of the bill. It survives only as a finding (persuasive language), not as a legal constraint on placement.

The structure of Section 3 changed from amending Public Law 117-80 (adding a new subsection (e) to that law) to a standalone provision with its own subsections (a) and (b). The new version directly overrides section 8908(c) of title 40 rather than working through an amendment to the prior statute.

Finding (9), which stated the Medal of Honor rises to 'supreme national and historical importance necessary to warrant representation on the National Mall,' was removed and replaced with finding (10) specifically referencing proximity to the Lincoln Memorial as a 'respectful extension of his enduring legacy.'
